Working in Tajikistan as a French National: Work Visa, Salaries, Tax and Social Protection

Key points

A French national cannot work in Tajikistan on the tourist e-visa or during a 30-day visa-free stay: employment goes through a work visa, extended on the basis of a work permit issued by the migration service of the Ministry of the Interior, according to the pages of the Ministry of Foreign Affairs. Taxes come under the Tax Code that came into force on 1 January 2022, whose rates can be read on the tax administration's site. The Statistics Agency reports an average monthly salary of around 3,300 somoni. France has concluded neither a tax treaty nor a social security agreement with Tajikistan: each country's domestic law applies.

  • Average nominal monthly salary published regularly by the Statistics Agency under the President of the Republic.
  • Tajikistan Tax Code: main body in force since 1 January 2022, chapter 33 since 1 January 2023.
  • Work visa (type M) valid for three months at most, extended on the basis of a migration service work permit (Ministry of Foreign Affairs, older pages).
  • No France-Tajikistan tax treaty in the BOFiP list.
  • No France-Tajikistan social security agreement in the CLEISS list.
  • Low unemployment, of around 2%, and inflation of around 3.5% over a year (Statistics Agency).

Right to Work, Visa and Permit

The e-visa portal (evisa.tj) covers tourist and business visas: an e-visa is not a work authorisation. The Tajik Ministry of Foreign Affairs presents several visa categories, including the work visa (type M), intended for foreigners who come to work, including under international agreements, and their family; it is requested with the application of the host organisation and a signed employment contract. According to these pages, which are old, the work visa is valid for three months at most and is extended on the basis of a work permit issued by the migration service of the Ministry of the Interior. The Ministry of Labour, Migration and Employment of the Population develops employment policy. The immigration visa (ID) concerns people seeking a residence permit.

As these procedures change, the employer confirms the visa category, the permit timeframe and the documents to be legalised before hiring. Registration with the Ministry of the Interior within ten working days applies to the stays concerned, with penalties at departure that can go as far as expulsion and a five-year ban on return (France Diplomatie, the French foreign ministry). The page living in Tajikistan details these formalities.

Minimum Wage and Salary Levels

No official, current minimum wage amount was read for this page: it should be confirmed with the Ministry of Labour, Migration and Employment. The Statistics Agency under the President publishes earnings: the average nominal monthly figure is around 3,300 somoni, and its analytical tables present the monthly series since 2012. On the labour market, the Agency also publishes the unemployment rate and the consumer price index.

The pay of foreign managers and technicians depends on the employer and the sector. A contract is compared on the whole package: base salary, currency of payment, housing, health insurance with evacuation, and who covers the visa, permit and registration. The page Tajikistan’s healthcare system explains why medical evacuation matters in the negotiation.

Income Tax and Social Contributions

The Tax Code of the Republic of Tajikistan came into force, excluding chapter 33, on 1 January 2022; its chapter 33 has applied since 1 January 2023. The tax administration publishes the text and an unofficial English translation on its site (andoz.tj). The income tax rates, the distinction between residents and non-residents and the calculation of the social tax (employer and employee) can be read in this code and should be confirmed with the employer or local advice: no rate was used for this page, as the official text in force was not read. The US Social Security Administration, for its part, describes in an older edition employer pension and survivors contributions of 25% of payroll, a figure to be updated with the Tajik administration.

The list of tax treaties concluded by France, published in the BOFiP (the French tax administration’s official doctrine), does not mention Tajikistan. No treaty rule therefore allocates the right to tax between the two states: each one’s domestic law applies. French law determines tax residence according to the home, the main place of stay, the main professional activity and the centre of economic interests; an employee who keeps their tax residence in France remains taxable in France on their worldwide income, with the French rules for eliminating double taxation. The situation should be confirmed before departure with the tax office, via the “International” section of impots.gouv.fr.

France has no social security agreement with Tajikistan (CLEISS list; CLEISS is the French Centre for European and International Social Security Liaison): no posting certificate, no totalisation of periods. A seconded employee retains, in principle, the French scheme under a secondment outside an agreement; the Urssaf (the French social security contributions collection body) and CLEISS confirm the duration and conditions, and any local contributions due. See the glossary entries on the posted worker and the local contract.

Self-Employed Workers, Digital Nomads and Remote Work

The visas described by the Ministry of Foreign Affairs (tourist, business, work, investment, study, immigration) define what is permitted; a 30-day visa-free stay or a tourist e-visa is not a work permit. A self-employed person chooses their status with the migration service and the tax administration before invoicing a local client. Remote work from Tajikistan for a French employer raises the question of tax residence, social protection and registration, to be dealt with the employer before any long-term stay. As the country’s payment network is mainly based on cash in somoni, the receipt of income should also be prepared. The page digital nomad insurance presents suitable health contracts.

Economy, Currency and Outlook

The currency is the somoni (TJS). The National Bank of Tajikistan publishes the official rates of the somoni against the dollar and the euro, which vary. The Statistics Agency also publishes foreign trade figures (exports, imports) and population income. The main indicators (growth, inflation, unemployment, exchange rate) appear in the “Economic indicators” block of this page.

For a professional project, the outlook is read by sector and employer; the guide healthcare reimbursement in Tajikistan details health cover by status, and Expavy compares the suitable solutions.

Checklist Before Accepting an Assignment

  • Which visa and work permit are planned, who applies for them and within what timeframe?
  • Which tax and social regime applies, local or French retained, given the absence of a treaty?
  • What is the place of assignment, with regard to the France Diplomatie map (Afghan and Uzbek borders, Khatlon, Gorno-Badakhshan)?
  • What insurance with evacuation to a third country does the employer fund, since no local hospital has an MRI or scanner?
  • Who handles registration, phone registration and, for a vehicle, the temporary import declaration?
