Two mechanisms, not one single product

“Expat health insurance” actually covers two very different mechanisms. The CFE top-up (French) adds to an affiliation with the Caisse des Français de l’Étranger and covers what it doesn’t (CFE reimburses on French bases, not on real rates abroad). First-euro insurance fully replaces French Social Security and covers from the very first expense, with no reimbursement based on French rates.

Is expat health insurance mandatory?

It depends on the country and the visa: some countries require it everywhere, others only for certain long-stay visas, others don't legally require it but it becomes essential in practice, for lack of local coverage — see the country guides.

What's the difference with travel insurance?

Travel insurance is designed for short stays and only covers emergencies. Expat health insurance follows day-to-day life abroad: routine consultations, ongoing care, maternity, over the long term.
