Retiring in El Salvador as a French National: Residence, Taxation and Healthcare

Key points

The Dirección General de Migración y Extranjería (the immigration directorate) publishes a permanent residence form for pensioners (F33); a rentier or pensioner resident holding a temporary or permanent permit can ask the Ministry of Finance for a ruling classing their foreign-source income as non-taxable, free of charge and processed in about 20 working days. The minimum pension amount and the detailed conditions do not appear on the pages consulted: they are confirmed with the directorate. France and El Salvador have concluded no tax treaty: the pension remains governed by French law according to tax residence. The S1 form does not exist outside Europe: healthcare is arranged with the CFE (the French expatriates' health fund) or international insurance.

  • Form F33 "permanent residence for pensioners" published by the Dirección General de Migración y Extranjería; conditions and amounts to be confirmed with it (+503 2535 6212).
  • Non-taxable income ruling: reserved for temporary or permanent residents, free of charge, about 20 working days (Ministry of Finance).
  • No France-El Salvador tax or social security agreement (BOFiP, CLEISS, the French liaison centre for international social security).
  • French withholding tax on non-residents' pensions: rates of 0%, 12% then 20% by income band, after a 10% allowance; thresholds revalued every year and published by impots.gouv.fr.
  • CFE: retirees' offer (with a contribution that depends on age and the plan chosen); no S1 form outside Europe.
  • Dry season from December to April, rains from May to November; frequent earthquakes (France Diplomatie, the French foreign ministry).

Staying Long-Term: From a Visa-Free Stay to Pensioner Residence

France Diplomatie indicates that a French national stays without a visa for less than 90 days in El Salvador, a period shared with Honduras, Guatemala and Nicaragua, with a passport valid six months on arrival; an extension requires a valid reason, supporting documents and USD 25 in fees. For long-term residence, it recommends filing an immigration application with the Salvadoran embassy in France before departure, as the authorities sometimes regularise the situation on site.

The Dirección General de Migración y Extranjería offers, among its permanent residence forms, form F33 for pensioners. The pages consulted detail neither the minimum pension amount, nor the documents, nor the fees, nor the processing time: ask the directorate (call centre +503 2535 6212, WhatsApp +503 7070 0663, email atencion.usuarios@migracion.gob.sv, address 9ª Calle Poniente y 15 Avenida Norte, San Salvador). Also specify whether carrying out a paid activity is restricted for a pensioner or rentier resident, and what the presence obligations in the country are.

The Local Exemption of Foreign-Source Income

The Ministry of Finance describes a service that issues to foreigners domiciled in El Salvador a ruling classing income as non-taxable, for income received from abroad. The applicant must be a resident, temporary or permanent, holding a ruling from the Dirección General de Migración y Extranjería.

  • A written application, addressed to the Director General of Internal Taxes, signed by the applicant or their representative, with a notarised signature if a third party files it.
  • Documents in Spanish, or accompanied by translations and an apostille.
  • Proof of income received from abroad and the residence ruling in force.
  • A certificate from the Salvadoran bank where the income is deposited, in the original or as a notarised copy.
  • If necessary, a sworn statement before a notary and an address for notification.

The processing time is about 20 working days after receipt of the complete file; the service is free. This ruling applies only to Salvadoran tax: it does not exempt from French tax.

Taxation of a French Pension: No Tax Treaty

BOFiP (the French tax administration’s official guidance) lists no tax treaty between France and El Salvador. No treaty rule therefore splits the taxation of pensions: French domestic law applies according to tax domicile. Service-public.fr indicates that you are domiciled in France if one of the following criteria is met: home in France, stay of at least 183 days in the year, main professional activity in France or centre of economic interests in France. A retiree settled in El Salvador who keeps their home or economic interests in France may therefore remain a French tax resident.

A retiree who is a French non-resident for tax purposes is still taxed on their French-source pension: the administration applies a withholding tax according to a scale of 0%, 12% or 20% by band (thresholds revised each year), after a 10% allowance. The tax status is confirmed with the French tax office for non-resident individuals. The guide to receiving your pension abroad explains how French pensions are paid outside France.

Retirees' Healthcare: No S1, Three Options

The S1 form, which keeps a retiree’s French cover in another European State, does not apply to El Salvador, where there is no social security agreement (CLEISS). France Diplomatie considers insurance covering all medical costs, surgery, hospitalisation and repatriation essential.

  • Local sector: public network and ISSS; access for a retired foreigner without employment is confirmed with the ministry and the institute.
  • CFE: retirees’ offer (with a contribution that depends on age and the plan chosen) according to cfe.fr; no waiting period if enrolment takes place within three months of settling, then three months, or six months from age 45.
  • International insurance: direct access to the private sector and evacuation; age, pre-existing medical conditions and ceilings are decisive.

See the guide to health insurance for retirees abroad and the page on healthcare reimbursement in El Salvador. On returning to France, the CFE retains rights free of charge for three months, and a holder of a French old-age pension is exempt from the three-month residence condition (Assurance Maladie, the French national health insurance).

Cost of Living, Climate and Safety

None of the official sources consulted publishes a typical retiree budget. The economy is dollarised, according to the World Bank: a pension received in euros is exposed to the euro-dollar parity, and the “Economic benchmarks” block above displays the live indicators and the exchange rate. The minimum wage, around USD 400 a month in industry, trade and services, gives the measure of the local standard of living.

  • Climate: dry season from December to April, rainy season from May to November; tropical storms from June to November; dangerous currents on the Pacific coast.
  • Earthquakes and volcanoes: strongly seismic country; San Miguel volcano active; choose solid housing.
  • Safety: whole country under reinforced vigilance; carry an identity document; avoid night driving and marginal neighbourhoods.

For payment of the pension, confirm with your pension fund the country and the payment account as well as the proof of existence required abroad. For the Ministry of Finance’s non-taxable income ruling, a certificate from the Salvadoran bank where the income is deposited is needed: opening a local account early and routing the pension through it makes both the file and daily life easier, in an economy where all payments are made in US dollars.

On travel, France Diplomatie describes dangerous driving conditions, with frequent accidents and night driving strongly advised against; public buses and minibuses are advised against, with official taxis or well-known apps preferable. Tourist sites are patrolled by the tourist police (POLITUR). For a retiree, proximity to services, pharmacies and a private hospital that is a partner of their insurer weighs more than the price of rent.

Checklist Before Settling

  • Ask the Dirección General de Migración y Extranjería for the minimum pension amount, the documents and the fees for form F33, permanent residence for pensioners.

  • Clarify with the French tax office for non-resident individuals your French tax residence and the regime of the basic pension.
  • Arrange health cover: CFE within three months of settling, or international insurance with evacuation.
  • Rent first, to test the neighbourhood, safety and access to care, before buying; choose solid construction against earthquakes.
