Working in Laos as a French National: Visa, Work Permit, Minimum Wage and Social Protection
Key points
A French national cannot work in Laos on a simple tourist visa: a foreign employee enters with a “foreign technician” or “business” type visa, applied for by the company, and obtains a work permit from the Department of Skills Development and Employment. The monthly minimum wage in the private sector is 2,500,000 kips since 1 October 2024 according to the International Labour Organization, and income tax falls under Law No. 67/NA of 2019, whose scale in force is confirmed with the Tax Department. No social security agreement or tax treaty links France and Laos: a seconded employee remains affiliated to the French scheme for three years, renewable once.
- Monthly minimum wage in the private sector set by the government and revalued periodically; the current amount is published by the Lao authorities (ILO).
- Multiple-entry business visa of 3, 6 or 12 months: 300,000, 600,000 and 1,200,000 kips (government investment portal).
- No France-Laos social security agreement in the list of the CLEISS (the French Social Security Centre for European and International Liaison); secondment outside an agreement: 3 years, renewable once.
- No France-Laos tax treaty in the list published by the French tax administration.
- Tourism accounts for about a tenth of total employment; agriculture about 16% of GDP, industry about 30% and services about 44% (France Diplomatie, the French foreign ministry).
- Public debt of around 120% of GDP according to France Diplomatie: a fragile economy, highly exposed to changes in the kip.

The Right to Work, Visa and Permit for a Foreign Employee
French nationals are subject to a visa to enter Laos, and France Diplomatie does not detail work permits. The government investment portal describes thirteen types of entry and exit visas, two of which directly concern employment: the business visa for foreign investors (NI-B2 or I-B2) and the technical visa for a foreign employee (LA-B2). Shareholders must appear in the company’s articles; directors and deputy directors without shares, who are not investors, must first obtain a work permit from the Department of Skills Development and Employment; for technicians, the company requests foreign labour from that department or from the provincial labour section.
The multiple-entry business visa is issued for 3, 6 or 12 months (300,000, 600,000 or 1,200,000 kips, excluding service fees); foreign directors, deputy directors and technicians obtain at most one year, renewed each year. The file includes the company’s application form, a colour copy of the investment licence or registration certificate, a copy of the tax registration certificate, copies of the passport, the original passport and four photographs. The amounts and documents change: the employer confirms them with the competent department before filing.
Minimum Wage and Pay Levels
The International Labour Organization states that the monthly minimum wage in Laos is 2,500,000 kips (about USD 114) since 1 October 2024. It applies to private-sector employers. The level is low compared with neighbouring countries, which fuels labour migration to Thailand. A revision is regularly discussed between the social partners: consult the Ministry of Labour and Social Welfare for the amount in force at the date of your contract.
Laos does not publish a pay scale for expatriates. For a local contract, negotiate the gross salary, the currency of payment (the kip has seen strong inflation), benefits in kind (housing, schooling, health insurance) and who bears the cost of evacuation to Thailand. To compare a local contract with a secondment, see the guide to seconded or expatriate employee.
Income Tax: a Law to Confirm with the Administration
Income tax falls under Income Tax Law No. 67/NA of 18 June 2019, which distinguishes residents, defined as people who live, earn a living or carry on an activity in Laos, from non-residents. The country’s trade portal specifies that the original text is available only in Lao. For small individual businesses with annual turnover between 50,000,001 and 400,000,000 kips, the law provides rates of 1% for production, 2% for trade and 3% for services.
The salary scale and the exemption threshold may have been modified since 2019. No scale is therefore reproduced here without reading the promulgated text: ask your employer for the withholding grid in force and consult the Tax Department and the Official Gazette. France and Laos are not bound by a tax treaty (Laos is not on the French tax administration’s list): double-taxation rules fall under each country’s domestic law. The page on retirement in Laos draws the consequences for pensions.
Social Contributions and French Social Security
Laos has a contributory social security scheme for employees of the formal sector, run by the Lao Social Security Organization, and a national health insurance attached to the Ministry of Health (National Health Insurance Bureau). According to the Ministry of Health, as relayed by the ILO, 94% of the population has social health protection; the share of health spending paid directly by households reaches 49%, and compliance with contribution obligations in the formal sector remains a challenge. The social security and health insurance laws are evolving: the contribution rates are not reproduced here, because the text in force was not read, and are confirmed with the body.
No social security agreement links France and Laos: the CLEISS does not list it. An employee sent by their French employer can remain affiliated to the French scheme, under domestic law, for three years renewable once; contributions are paid in France as if the employee worked there, and staying in the scheme does not exempt you from any contributions due in Laos. Care is reimbursed within the limit of what France reimburses, on paid invoices with form S 3125c. See the page on healthcare reimbursement in Laos.
Self-Employed Workers, Remote Work and Business Stays
The self-employed person who wishes to invoice local clients must fit into a framework provided by the business visas, which go through a registered company, an investment licence and a tax registration. The official pages consulted do not describe a digital nomad visa or a permit for remote self-employed workers: a stay of a few weeks is made with an extendable tourist visa (USD 2 a day in Vientiane), which does not make it a settling solution. To compare countries, see the guide to digital nomad visas and the page on digital nomad insurance.
Short business stays require a visa suited to the purpose of the trip. Gambling is prohibited outside the casinos of the special economic zones (Vientiane, Savannakhet, Bokeo), and e-cigarettes are banned: these rules also apply to foreign professionals.
Rules of Professional Life and Travel
A foreign employee is subject to local law in daily life as at work. France Diplomatie mentions an official curfew from 11 pm, with restaurants and bars closing around midnight, applied variably, and fines of several hundred dollars imposed by the police or militia, payable immediately. Keep your passport and bank card on you, with copies or scans of documents. Relations outside marriage with a Laotian national are illegal, and photographing military sites, airports, bridges or official buildings is strongly discouraged.
For business travel, there are no direct flights from Europe; local airlines serve provincial towns. Roads are in poor condition, night driving outside towns and night buses are discouraged, and speedboats on the Mekong are considered very dangerous. A valid international licence is required to rent a vehicle, which must be insured; without insurance, the driver may have to pay for damages and have their passport withheld. The mobile network is decent, but speeds remain slow.
The Economy: Sectors, Currency and Outlook
According to France Diplomatie, Laos’s GDP per inhabitant is of the order of USD 2,000. Exports rely on natural resources: hydroelectricity, minerals, timber and unprocessed agricultural products. Public debt is very high, and inflation has seen a marked peak. The currency is the kip; the exchange rate, unemployment and the other indicators are shown continuously in the economic benchmarks block of this page.
France is among the bilateral partners who coordinate their programming with the European Union: the “Team Europe” programme 2021-2025 mobilised 550 million euros in commitments, and Laos has been a member of the Francophonie since 1991. For a job or business-creation project, the French embassy in Vientiane is the first-level contact. Whatever your status, compare expat health insurance contracts with Expavy before signing.
