Expat insurance and health insurance in Laos

The Laotian health system rests on a network of public hospitals present in almost every province, but whose resources, according to the official sources consulted, remain very uneven and concentrated in Vientiane. Mahosot Hospital, the capital's central facility founded in 1903, is the historic reference for diagnosing and treating infectious diseases; it has hosted the Lao-Oxford-Mahosot Hospital-Wellcome Trust Research Unit (LOMWRU) since 2000, a research unit affiliated with the University of Oxford. Outside Vientiane, the UK Foreign Office is categorical: there is no reliable facility to handle a medical emergency.

For foreign residents, most routine care goes through a small number of private facilities in Vientiane — including Kasemrad International Hospital, opened in August 2021 — or through the French embassy's medical centre, which provides 24/7 cover for the French community. For any serious condition or any procedure requiring technical equipment unavailable locally, France Diplomatie is unambiguous: a medical evacuation to Thailand (Nong Khai, Udon Thani or Bangkok) must systematically be sought, with the company Lao Skyway notably providing helicopter evacuations at the patient's expense.

• No visa (tourist, e-visa or issued on arrival at authorised crossing points) legally requires health insurance as a condition of entry or stay.
• France Diplomatie states that "it is essential to have an assistance policy or insurance covering all medical costs (including surgery and hospitalisation) and medical repatriation" before any departure — a strong recommendation, not a requirement tied to the Laotian visa itself.
• Passport valid for at least 6 months after the planned date of departure; the entry stamp must absolutely be checked at immigration, as its absence carries a fine of at least US$200 for unlawful stay.
• No working holiday visa between France and Laos (the 15 partner countries and territories of the French working holiday programme do not include Laos).

No reliable information on a Laotian social security scheme open to foreign employees was identified in the sources consulted; check case by case directly with a local employer. No specific penalty was identified for a resident lacking personal health cover.

Laos appears neither among the countries with a bilateral social security agreement in force with France, nor among the agreements signed and pending ratification (official CLEISS list).
