Retiring in the Cayman Islands as a French National: Residence, Taxation and Health
Key points
The Cayman Islands have no dedicated retiree visa: the law provides for a residence certificate for persons of independent means, without the right to work, valid for 25 years renewable, with 50,000 Cayman Islands dollars in issue fees, good health and adequate health insurance. France has concluded neither a tax treaty nor a social security agreement with this territory: the French pension remains governed by domestic law, while the territory levies no direct tax. On health, there is no form S1; the choices are the local standard contract, the CFE retiree offer (Caisse des Français de l'Étranger) or international insurance. The cost of living is higher than in the United States and the United Kingdom according to the local government.
- Residence certificate for persons of independent means: 25 years renewable, no right to work, Cayman Islands dollars (CI$) 50,000 issue fee, against CI$20,000 previously.
- Dependant: fee at issue then annual fee; holder's annual declaration also payable, according to the scale in force.
- French-source pension of a non-resident: withholding tax of 0%, 12% or 20% after a 10% allowance, according to income thresholds revised every year (impots.gouv.fr).
- CFE retiree offer: with a contribution depending on the country, age and family (fund's home page).
- Local standard contract: annual maximum of CI$100,000; stamp duty of 7.5% on property purchases in most areas.
- Condominium price index: rise of more than 180% over about ten years, including more than 200% on Seven Mile Beach on the ocean side (Economics and Statistics Office).

Retiree Right of Residence: The Residence Certificate Without the Right to Work
The forms published by WORC (Workforce Opportunities & Residency Cayman) include no title dedicated to retirees. The immigration law (Immigration (Transition) Act, renamed the Caymanian Protection Act and amended in 2025 and 2026) does, however, provide in section 41 for a residence certificate for persons of independent means. It is aimed at people aged 18 and over, gives no right to work and is valid for 25 years, renewable at the discretion of the WORC director if the applicant has no serious conviction, is in good health and has adequate health insurance, and shows the prescribed financial situation. The text also mentions, in section 46, former retiree residence certificates inherited from the 2003 law.
The current schedule sets the issue fee at CI$50,000, adds CI$3,000 per dependant at issue, then CI$3,000 per person per year, and creates an annual declaration of CI$500 for holders. Section 42 also provides for a permanent residence certificate for persons of independent means: it requires an investment of the prescribed sum in built property, is subject to a quota set by the Cabinet and likewise gives no right to work; the reform guide specifies that the holder keeps it for ten years and applies in the ninth year for an indefinite certificate. The income and investment thresholds are set by regulation and were not read on an official source: they should be confirmed with WORC (worc@gov.ky) before any commitment. A simple visitor stay lasts at most six months, extendable on request (CI$50 for the first application), and does not amount to residence.
Taxation of the French Pension Without a Treaty
The BOFiP list of tax treaties in force does not include the Cayman Islands. Only a tax information exchange agreement, signed in Paris on 16 September 2009 and in George Town on 30 September 2009 and in force since 13 October 2010, links the two States: it does not allocate taxing rights. The Government of the Cayman Islands states for its part that there is no direct tax on the spot (no income tax, no capital gains tax, no inheritance tax, no property tax). For a retiree, two situations are distinguished in France.
- Tax home kept in France (home or main place of stay, professional activity or centre of economic interests, article 4 B of the French General Tax Code, BOFiP): France remains the country of taxation, with no convention to decide between the States.
- Tax home transferred outside France: the French-source pension bears the withholding tax for non-residents. impots.gouv.fr indicates a scale of three brackets, at 0%, 12% and then 20%, at thresholds revised every year, after a 10% allowance; the 0% and 12% brackets are final, the 20% bracket is credited against the tax due, and several pension funds may lead to an adjustment on the tax notice. A retiree who is no longer tax resident pays neither CSG, nor CRDS, nor Casa (CLEISS).
The scale applicable to income of later years and the exact situation of each household should be confirmed with the tax authority.
Retiree Access to Care: No S1, Three Routes
As the Cayman Islands are not in the European Union, form S1 does not apply. CLEISS (the French centre for European and international social security liaison) indicates that the retiree must check local cover, join the CFE voluntarily or take out private insurance. Three routes therefore exist.
- Local standard contract: the law requires a contract for every resident, the retired non-working spouse being counted among the dependants. The Health Insurance Commission recalls that insurers cannot refuse this contract, that conditions treated in the previous 12 months are considered pre-existing, and cites a standard premium of about CI$167 a month, undated. The annual maximum is CI$100,000 and outpatient care is limited to CI$400 a year.
- CFE: the retiree offer has a contribution that depends on age and the plan chosen according to the fund's home page, the price depending on the country, age and family composition.
- International first-euro insurance: to be compared on the cap level, exclusions and medical evacuation.

Pensions: French, Local and Formalities
Without an agreement, CLEISS specifies that pension rights are examined separately by each country, that France does not count periods of work abroad to calculate the rate of the French pension and that the retiree claims their pension themselves from each country. In the Cayman Islands, the compulsory scheme for employees (National Pensions Act) provides for contributions of at least 10% of earnings, of which at least 5% paid by the employer, on earnings capped at CI$87,000 a year, and makes non-Caymanians subject after nine months of employment in the islands. The details of its benefits for a former foreign employee should be requested from the National Pensions Office: the sources consulted do not publish them. Finally, the retiree registers on the roll of French nationals living abroad, which is free, valid for five years and strongly recommended, with the Consulate General of France in Miami, whose district includes the Cayman Islands.
Cost of Living and Housing
The local government states that prices overall are higher than in the United States and the United Kingdom, because most goods are imported; that rents in sought-after neighbourhoods exceed those of comparable American or British properties; and that electricity and running water can cost more. The absence of income tax and property tax partly offsets this price level. The Economics and Statistics Office (ESO) publishes the half-yearly change in prices, with rises for health and for restaurants and hotels, while the housing and utilities index may fall.
Buying a property gives rise to a stamp duty of 7.5% in most areas, with mortgage fees of 1% under CI$300,000 and 1.5% above, according to the government's Finance and economy page (archived version), which states that there is no control on foreign ownership of land. The ESO notes that the condominium price index rose sharply over the long term; property transfers number in the thousands, for hundreds of millions of CI$. The local currency, the Cayman Islands dollar, is pegged to the US dollar. The guide to expat health insurance helps factor the cost of cover into the budget.
Where to Settle as a Retiree
The official sources consulted do not rank places to live by their appeal for retirees. Three factual criteria help in choosing. First, access to care: the Anthony S. Eden Hospital and the five district health centres are in Grand Cayman, the Faith Hospital in Cayman Brac and a health centre in Little Cayman. Next, exposure to hurricanes: Hazard Management Cayman Islands classes Little Cayman, the western end of Cayman Brac and the Prospect area in West Bay among the particularly vulnerable areas, and waterfront and canal-side areas among the most exposed. Finally, prices: the ESO's residential index distinguishes George Town, Seven Mile Beach, West Bay and the other areas, with contrasting changes from one area to another.
Final Return to France
On return, a CFE member may, subject to conditions, keep their benefits for three months. For a retiree, service-public states that cover depends on the social security agreement between France and the country of origin, to be checked on the CLEISS website; CLEISS specifies that, for a country without an agreement, the pension claim is made to the fund where you last contributed or to that of your residence, and that the retiree's health cover follows the same route. The Health Insurance Commission publishes an online policy cancellation service to end the local contract. See the page on returning to France.

Is the French pension taxed in the Cayman Islands?
The government states that there is no direct tax on the spot. In France, the pension remains taxable according to tax residence (article 4 B of the French General Tax Code), with no tax treaty with the Cayman Islands; if the tax home is transferred, the non-resident withholding tax applies (scale of 0%, 12% and 20% after allowance, at thresholds revised every year).
Can you use form S1 in the Cayman Islands?
No, the S1 is valid in the European Union. CLEISS directs the retiree to the local scheme, the CFE or private insurance.
How much does the CFE cost for a retiree?
The retiree offer has a contribution that depends on age and the plan chosen according to the fund's home page; the price depends on the country, age and family composition.
Can you buy property as a foreigner?
