Retiring in Suriname as a French National: Stay, Taxation and Healthcare
Key points
No official source read describes a visa or residence dedicated to retirees in Suriname: France Diplomatie (the French foreign ministry's travel advice service) details only the €52 entry fee for tourist or family stays and refers to the Suriname consulates for other situations. The French pension remains payable abroad, without CSG or CRDS (French social contributions) for a tax resident outside France, with withholding tax of 0%, 12% or 20% depending on the band. The S1 form does not exist for Suriname: healthcare is arranged with the CFE (Caisse des Français de l'étranger, the French social security fund for nationals abroad) retiree offer, the State Health Insurance Fund in its voluntary form if it is open to you, or international insurance including evacuation. France Diplomatie places the country under heightened vigilance.
- €52: entry fee for a tourist or family stay, to be paid before departure (France Diplomatie).
- CFE: offers adapted to age and profile (employees, young people, retirees), price given on quotation; retirees' offer with no medical questionnaire.
- Withholding tax on pension taxable in France: rates of 0%, 12% and 20% by band, after a 10% allowance (impots.gouv.fr).
- Pension payable in more than 180 countries, with an annual life certificate to be returned on time (Assurance retraite).
- 15 years of contributions to a French scheme to be covered during stays in France for a pensioner living outside an agreement (Assurance Maladie).
- 10 days before arrival: interval for yellow fever vaccination for a traveller coming from a country at risk (France Diplomatie).
Service being launched: an advisor reviews your request and gets back to you to clarify your needs.

Staying Long-Term: Entry Fee and Residence Permits
France Diplomatie indicates that an entry fee of €52 is due for a tourist or family stay, with proof presented at boarding since 15 January 2024. Payment is made online on the VFS portal, at the Suriname consulate general in Cayenne or its branch in Saint-Laurent-du-Maroni, or at Nickerie when arriving from Guyana. Its pages describe no retiree visa, no age or income condition and no rule for long stays: these points should be confirmed with the Suriname consulate or the French embassy in Paramaribo (+597 47 52 22) before any plan to sell property or move. A yellow fever vaccination certificate is required when arriving from a country at risk, with vaccination at least ten days before arrival.
A trial stay, within the tourist stay, makes it possible to compare neighbourhoods, access to care and pace of life before committing. The guide to living in Suriname details entry, the border with French Guiana and safety.
Paying and Declaring Your French Pension
The Assurance retraite (the French pension insurance) pays the French pension in more than 180 countries, to an account in France or abroad; changes of address and bank details are reported to the regional fund. A life certificate must be completed every year by an authorised local authority and returned on time. The allowance for elderly people (ASPA) and the supplementary disability allowance require residence in France: they stop on departure and can be reapplied for on return. See the guide receiving your pension abroad.
A retiree whose tax domicile is outside France bears no CSG, CRDS or CASA on their pension; a health contribution of 3.20% may apply when they remain attached to a French compulsory scheme or have at least 15 years of old-age insurance in France (Assurance retraite). French and Surinamese rights are not aggregated: see quarters worked abroad.
Taxation of the French Pension
No tax treaty between France and Suriname could be confirmed in the sources read. Without a treaty, each state’s domestic rules apply: a pension of French source remains in principle subject to French tax under the non-resident regime, with withholding tax of 0%, 12% or 20% by band (thresholds revised each year), after a 10% allowance (impots.gouv.fr). The first two bands are final, the 20% band is credited against the tax; with several pension funds, an adjustment may be necessary.
On the Surinamese side, the tax administration (Belastingdienst) manages wage withholding, the AOV premium and value added tax; the pages read publish neither the scales nor the taxation of a pension of foreign source. Ask the local administration and the tax office for non-resident individuals before fixing your tax residence.
Retirees' Healthcare: No S1, Three Options
The S1 form and the European Health Insurance Card are valid only in the European Union, the European Economic Area, Switzerland and the United Kingdom (Assurance Maladie, the French national health insurance). Suriname does not appear in the CLEISS list of agreements (CLEISS is the French centre for international social security liaison): healthcare costs are no longer covered by the French Assurance Maladie after departure. Three routes are available:
- Local scheme: the State Health Insurance Fund offers voluntary insurance for individuals and supplementary insurance, including dental; the eligibility of a foreign retiree, the contributions and the benefits should be confirmed with the fund (134).
- CFE, retiree offer: quarterly contribution published on cfe.fr, for holders of a pension from the French basic scheme, with no medical questionnaire; no waiting period if joining takes place before departure or within three months of settling in, then 3 or 6 months depending on age.
- International insurance: direct access to the private sector and evacuation; age, pre-existing medical conditions and ceilings are decisive, because France Diplomatie reminds us that hospital costs can be very high and that the embassy covers none of them.
For stays in France, a pensioner of the general scheme with at least 15 years of contributions may be covered after registering with the Cnarefe; their spouse joins the CFE and takes out a private contract covering France. See health insurance for retirees abroad, healthcare reimbursement in Suriname and CFE or private insurance.
Cost of Living, Climate and Safety for a Retiree
No administration consulted publishes a typical retiree budget. Services make up just over half of value added, industry about a third and agriculture less than 10% (World Bank); the statistics institute publishes a monthly price index. Build a prudent budget from quotes for rent, energy, food and insurance, allowing a margin for exchange: the pension is received in euros, and the “Economic benchmarks” block gives the day’s rate.
France Diplomatie places the whole country under heightened vigilance, describes frequent armed attacks in Paramaribo and Albina and burglaries in budget accommodation, and advises against driving at night outside towns; it asks that you use specialised guides in the forested and river interior. Secure housing, daytime journeys and caution at cash machines are basic habits for a resident.
Preparing Your Departure: A Retiree's Checklist
Inform your health insurance fund and your pension fund of your change of residence: the Assurance Maladie indicates that a residence transfer form is available on ameli.fr. Choose cover that includes medical costs and medical repatriation, check your yellow fever vaccination, appoint a contact person in France for administrative matters, open an ameli account, which can be used from abroad, and register with the Fil d’Ariane service (the French foreign ministry’s traveller alert registration). The return to France is prepared by keeping your rights: the CFE applies no waiting period on return. A retiree who wishes to compare options can use Expavy’s online assessment.
Popular Towns and Regions
Paramaribo concentrates the French embassy, the administration, the main hospitals and the airport: it is the logical anchor point for a retiree who prioritises care. Albina, opposite Saint-Laurent-du-Maroni, attracts for its proximity to French Guiana, but France Diplomatie asks for particular caution there. The interior is poorly suited to a long-term stay without a guide or quick access to care. Visit several neighbourhoods, rent for a few months first and check the security of the housing, the distance to the hospital and the condition of access roads, since France Diplomatie advises against driving at night outside towns. See also the Suriname page and the page working in Suriname if a business project accompanies retirement. The Suriname consulates in Cayenne and Saint-Laurent-du-Maroni and the French embassy in Paramaribo are the first contacts for confirming residence procedures before committing for the long term. A reconnaissance stay, several weeks outside the holidays, makes it possible to test the climate, the health services and the safety level of the neighbourhood, and to assess the real cost of living before any final decision.
