Retiring in Fiji as a French National: Stay, Taxation and Healthcare
Key points
The Fijian immigration service groups under a 'residence and retirement' heading residence permits based on assured income and long-term residence permits, applied for online; the free tourist visa, of four months at most, does not allow you to settle (France Diplomatie, the French foreign ministry's travel advice service). The amount of income to be proven did not appear on the pages read: it should be confirmed with the ministry before any decision. The French pension remains payable abroad, without CSG or CRDS (French social contributions) for a tax resident outside France, with withholding tax of 0%, 12% or 20% depending on the band. The S1 form does not exist for Fiji: healthcare is arranged with the CFE (Caisse des Français de l'étranger, the French social security fund for nationals abroad) retiree offer or international insurance including evacuation.
- FJ$650.05: fee for a residence permit, and FJ$93 to extend a visitor permit (Fijian immigration).
- 4 months: maximum length of the free tourist visa, passport valid six months beyond the end of the visa (France Diplomatie).
- CFE: plan adapted to retirees, with no medical questionnaire, price provided on quotation.
- Withholding tax on a pension taxable in France: 0% up to a first threshold, 12% up to a second threshold, 20% above, after a 10% allowance (impots.gouv.fr).
- 15 years of contributions to a French scheme to be covered during stays in France for a pensioner living outside an agreement (Assurance Maladie).
- From November to April: cyclone season, with possible closure of international airports for several days (France Diplomatie).

Staying Long-Term: From a Tourist Visa to a Residence Permit
A French national enters Fiji with a free tourist visa, issued on arrival for four months at most, on presentation of a passport valid at least six months beyond the end of the visa, proof of stay and a return ticket (France Diplomatie). To settle, the “Live & retire” heading of the immigration service presents residence permits based on assured income and long-term residence permits. Applications are submitted online on the Immi Hub portal with online payment; the scale shows FJ$650.05 for a residence permit and its extension, and FJ$185 for its issue. Dependants are limited to the legal spouse and children under 18; an unmarried partner submits a separate application.
The pages read publish neither the minimum age, nor the amount of assured income, nor the validity period of a retirement permit: these conditions should be confirmed on +679 331 2622, the ministry number given on its website. Before selling a property in France, put together proof of pension, proof of accommodation and health insurance valid for the whole length of stay. The guide to living in Fiji details entry, customs and safety.
Paying and Declaring Your French Pension
The Assurance retraite (the French pension insurance) pays the French pension in more than 180 countries, to an account in France or abroad; changes of address and bank details are reported to the regional fund. A life certificate must be completed every year by an authorised local authority and returned on time. The allowance for elderly people (ASPA) and the supplementary disability allowance require residence in France: they stop on departure and can be reapplied for on return. See the guide receiving your pension abroad.
A retiree whose tax domicile is outside France bears no CSG, CRDS or CASA on their pension; a health contribution of 3.20% may apply when they remain attached to a French compulsory scheme or have at least 15 years of old-age insurance in France (Assurance retraite). French and Fijian rights are not aggregated: see the guide on quarters worked abroad.
Taxation of the French Pension
No tax treaty between France and Fiji could be confirmed in the sources read. Without a treaty, each state’s domestic rules apply: a pension of French source remains in principle subject to French tax under the non-resident regime, with withholding tax by bands of 0%, 12% and 20%, after a 10% allowance (scale revised every year, impots.gouv.fr). The first two bands are final, the 20% band is credited against the tax; with several pension funds, an adjustment may be necessary.
On the Fijian side, the tax authority (FRCS) indicates that PAYE withholding on wages is final and that a specific return is required in several situations; the pages read do not publish the residence rule or the taxation of pensions of foreign source. Ask the FRCS and the tax office for non-resident individuals before fixing your tax residence.
Retirees' Healthcare: No S1, Three Options
The S1 form and the European Health Insurance Card are valid only in the European Union, the European Economic Area, Switzerland and the United Kingdom (Assurance Maladie, the French national health insurance). Fiji does not appear in the CLEISS list of agreements (CLEISS is the French centre for international social security liaison): healthcare costs are no longer covered by the French Assurance Maladie after departure. Three routes are available:
- Fijian public sector: hospitals in Suva (CWM), Lautoka and Labasa, and a free medicines programme; the conditions of access for a foreign resident should be confirmed with the Ministry of Health.
- CFE, retiree offer: quarterly contribution published on cfe.fr, for holders of a pension from the French basic scheme, with no medical questionnaire; no waiting period if joining takes place before departure or within three months of settling in, then 3 or 6 months depending on age.
- International insurance: direct access to the private sector and evacuation; age, pre-existing medical conditions and ceilings are decisive, especially as France Diplomatie indicates that without insurance access to care may be compromised, even in a life-threatening emergency.
For stays in France, a pensioner of the general scheme with at least 15 years of contributions may be covered after registering with the Cnarefe; their spouse joins the CFE and takes out a private contract covering France. See health insurance for retirees abroad, healthcare reimbursement in Fiji and CFE or private insurance.
Cost of Living, Climate and Safety for a Retiree
No administration consulted publishes a typical retiree budget. The Fijian economy rests on services (more than half of value added, World Bank) and on tourism with nearly a million visitors (Bureau of Statistics); prices therefore partly follow currencies and the cost of transport to the islands. Build a prudent budget from quotes for rent, energy, food and insurance, allowing a margin for exchange: the pension is received in euros, and the “Economic benchmarks” block gives the day’s rate.
France Diplomatie describes sharply rising crime, with more burglaries during the end-of-year festivities, and recommends securing documents and valuables, avoiding isolated paths and travelling in a group in the evening. The cyclone season runs from November to April: solid housing, a stock of water and food and home insurance are common-sense choices for a lasting stay. The drownings reported every year are a reason to swim in supervised areas.
Preparing Your Departure: A Retiree's Checklist
Before leaving, inform your health insurance fund and your pension fund of your change of residence: the Assurance Maladie indicates that a residence transfer form is available on ameli.fr. Then check the country’s health situation and the likely out-of-pocket cost, then choose cover that includes medical costs and medical repatriation. Gather the documents for the residence permit, appoint a contact person in France for administrative matters and open an ameli account, which can be used from abroad. Finally, think about what comes next: the return to France is prepared by keeping your rights, and the CFE applies no waiting period on return.
This preparation is all the more worthwhile as France Diplomatie reminds us that the embassy covers no healthcare costs and that the embassy’s means in a crisis are limited. A retiree who wishes to compare options can use Expavy’s online assessment.
Popular Towns and Regions
For a retiree, proximity to care weighs as much as the setting. Suva concentrates the embassy, the administration and the CWM Hospital. Nadi, in the west, is served by the international airport, an asset in case of evacuation; Lautoka offers a public hospital and a port; Labasa, on Vanua Levu, serves the north. Remote islands require checking access to care and transport links before committing. Visit several areas outside the cyclone season, rent for a few months first and check the safety level of the neighbourhood. See also the Fiji page.
