Working in Armenia as a French National: Employment, Posting, Self-Employed Workers and Economy

Key points

A French national can stay in Armenia for under six months without a visa; beyond that, France Diplomatie (the French foreign ministry) requires proof of employment on site, presented to the foreign passports department of the Ministry of the Interior, and the employer files the employment-related residence application online since 1 January 2022. The temporary residence card is issued for one year at most and is renewable. No social security agreement links France and Armenia: an employee sent by their French employer remains affiliated in France through posting outside an agreement, for three years renewable once. The Armenian economy grew by an average of 8.1% a year from 2021 to 2024, and trade with France has doubled since 2021.

  • Visa-free stay of under 6 months in any 12-month period; beyond that, proof of employment in Armenia (France Diplomatie).
  • Temporary residence card of one year at most, renewable; employment-related application filed online by the employer (Migration Service).
  • Posting outside an agreement: 3 years renewable once, or 6 years at most, contributions paid in France (CLEISS, the French centre for European and international social security liaison).
  • Average growth of around 8% a year over several consecutive years (France Diplomatie).
  • Bilateral trade doubled in a few years, with a trade surplus in France's favour (France Diplomatie).
  • Very good quality mobile network, 4G across the whole territory (France Diplomatie).

Right to Work and Employment-Related Residence Permits

A French national travelling on business is exempt from a visa for a stay of under six months in any 12-month period, and France Diplomatie specifies that no specific visa exists for business trips. For stays of more than six months, the Entry / stay page requires proof of employment in Armenia, presented to the foreign passports department of the Ministry of the Interior; the absence of supporting documents exposes people to heavy fines and an entry ban. The page does not describe the grounds for residence or the documents to provide.

The Migration and Citizenship Service, which comes under the Ministry of the Interior, issues by appointment, at 14 Tairov street in Yerevan, the temporary residence card (one year at most, with the possibility of extension), the permanent residence card (five years, renewable) and the special passport (ten years). For employment, the employer files the application exclusively online since 1 January 2022. According to the status application page, the admitted grounds are Armenian ancestry, business activity, a close family link with an Armenian national or a foreigner holding a status, and studies; the file notably includes a passport with notarised translation into Armenian, three photos, a health certificate, proof of regular stay and the receipt for the State fee. A person who starts a business therefore relies on the “business activity” ground; an employee recruited locally goes through the employer’s application. The employment contract, the applicable law and the formalities should be confirmed with the employer and the Service before signing: the guide living in Armenia covers the entry formalities.

Minimum Wage, Salary Levels and Contract

The statutory minimum wage, pay levels by sector and employment contract rules fall under Armenian law: they can be read in the official publications of the competent administrations, and should be confirmed with the employer. No amount is repeated here without reading an official text or publication. For general orientation, France Diplomatie provides an “economic benchmarks” sheet that can be downloaded from its Business travel page.

For a local application, the useful contacts are the Economic Service of the French embassy in Georgia (49 Krtsanisi street, Tbilisi), which covers Armenia, and the France-Armenia Chamber of Commerce and Industry (10/7 Azatutyan avenue, Yerevan). Offers often come with company health insurance: see expat health insurance.

Posting Outside an Agreement and Contributions

No social security agreement links France and Armenia: the country is absent from CLEISS’s list of agreements. CLEISS describes posting outside an agreement: the employee remains affiliated to the compulsory French scheme, contributes in France as if working there and remains exposed to contributions in the host country under local law. The posting lasts three years, renewable once, or six years at most. Care received abroad is reimbursed up to what the same service would give in France, on paid invoices with form S 3125c; daily allowances continue to be paid by the fund, with a sick-leave notice sent within 48 hours; a work accident is reported to the employer within 24 hours.

If the children move with the employee, French family benefits are no longer due. CLEISS suggests supplementary cover when care is costly, which France Diplomatie confirms: hospitalisation costs can be very high, and the embassy cannot cover them. The contributions and tax due in Armenia by a local employee fall under Armenian law and the State Revenue Committee (src.am): they should be checked before signing. See posted worker or expatriate and healthcare reimbursement in Armenia.

Income Tax and the Tax Treaty

The list of treaties on impots.gouv.fr shows a Franco-Armenian treaty on income and wealth taxes, amended by an additional protocol in the form of an exchange of letters dated 5 February 2003 and 3 February 2004 and by a protocol that came into force on 7 December 2006, with a consolidated version taking account of the multilateral convention. These texts designate the State competent to tax salaries, pensions and dividends; reading them, or consulting a tax adviser, comes before any decision on tax residence. The French residence criterion (home, main place of stay, activity, centre of economic interests) can be checked on impots.gouv.fr: settling in Armenia does not automatically end French tax residence.

Self-Employed Workers, Entrepreneurs and Remote Work

The pages consulted describe no specific status for the self-employed person or digital nomad: the local tax and social regime of an entrepreneur should be confirmed with the State Revenue Committee and the Migration Service, which decides the residence permit. France Diplomatie reports a very good quality mobile network, low communication costs and 4G across the whole territory, assets for remote work. The visa-free stay remains limited to under six months; a longer plan requires a residence permit. Self-employed workers will find cover pointers in the guide digital nomad insurance.

Business Networks and Support for Candidates

For business trips, France Diplomatie lists several contacts: the Economic Service of the French embassy in Georgia (49 Krtsanisi street, Tbilisi), which covers Armenia and publishes an “economic benchmarks” sheet; the France-Armenia Chamber of Commerce and Industry (10/7 Azatutyan avenue, Yerevan, +374 95 37 33 35); the French embassy in Yerevan (8 Grigor Lusavorich street, +374 60 65 19 50); Atout France for tourism; and the offices of the Asian Development Bank, the International Monetary Fund, the EBRD and the World Bank, which publish analyses of the country. A candidate for a local post relies on these networks to identify French and international employers, then prepares a written contract, translated into Armenian, that specifies pay, health insurance and the terms of termination.

France Diplomatie presents the country's macroeconomic indicators (inflation, budget deficit, ILO-defined unemployment) for a population of about 3 million. The country has a very efficient mobile network, an asset for remote jobs, but the closure of the borders with Turkey and Azerbaijan limits trade routes: links go through Georgia and Iran.

Economy, Currency and Outlook

France Diplomatie reports sustained growth, after the crises linked to the pandemic and the second Nagorno-Karabakh war. Bilateral trade with France has grown strongly, with a French trade surplus. French exports are dominated by optical equipment, metal construction elements and chemicals.

The two countries signed a strategic partnership during the state visit of the President of the Republic on 4 and 5 May 2026, with projects in defence, transport and energy. The currency is the Armenian dram. The compulsory universal health insurance, in force since 1 January 2026, is gradually changing the social protection landscape: see the Armenian healthcare system.
