Living in Sri Lanka as a French National: Cities, Housing, Visa and Daily Life
Key points
Settling in Sri Lanka means obtaining the right permit before departure: the ETA (Electronic Travel Authorization), free for French nationals since 25 May 2026 for a 30-day stay, suits tourism, whereas residence goes through a residence visa, the digital nomad visa or the programme reserved for seniors. Colombo is home to the French embassy and the French international school, while the coast and the highlands appeal for their landscapes and their monsoon rhythm. France Diplomatie (the French foreign ministry) places the whole country under heightened vigilance and considers it imperative to hold insurance covering care and repatriation. This page covers cities, housing, formalities, schooling, safety and daily life.
- Free ETA for French nationals: 30-day stay, double entry possible, application to be made before departure on eta.gov.lk.
- Passport valid for at least 6 months after the date of entry, return ticket and proof of sufficient resources (France Diplomatie).
- Digital nomad visa: USD 2,000 of income to be remitted each month, USD 500 per year per person, valid for one year (Department of Immigration and Emigration).
- Programme for seniors: fixed-term deposit of USD 15,000, USD 1,500 a month for the holder and USD 750 per dependent spouse or child, 2-year renewable visa.
- Security level: heightened vigilance zone across the whole territory.
- Neither the French licence nor the international licence authorises driving: a temporary local licence is obtained by conversion (categories A, A1 and B).
Service being launched: an advisor reviews your request and gets back to you to clarify your needs.

The Strengths and Constraints of Settling Here
Sri Lanka appeals to French people through the diversity of its landscapes on a modest-sized island: beaches, tea plantations in the highlands, ancient cities of the centre and north, nature parks. According to France Diplomatie, the country has about 22 million inhabitants (World Bank), an adult literacy rate of over 90% and an economy that returned to growth after a period of contraction, with the support of an IMF programme. Sinhala and Tamil are the official and everyday languages, and English is recognised by the Constitution as a language of communication, which helps newcomers with their formalities.
The constraints are administrative and health-related. A stay of more than 30 days requires a suitable visa; converting a tourist visa into a residence visa from within the territory is illegal and can lead to expulsion (France Diplomatie). Driving a car requires a local licence. The French embassy points out that it cannot cover any medical costs and that insurance covering care, hospitalisation and repatriation is imperative. The chapter on the healthcare system in Sri Lanka details the care on offer, and the page on healthcare reimbursement in Sri Lanka explains who pays depending on your status.
Cities and Regions: Where to Settle
France Diplomatie lists Colombo, Jaffna, Kandy, Anuradhapura, Trincomalee, Batticaloa and Matara among the main cities. The administrative capital is Sri Jayewardenepura Kotte, in the suburbs of Colombo, and it is in Colombo that the French embassy (89 Rosmead Place, Colombo 7), also responsible for the Maldives, and the French international school are located. For a working person, a digital nomad or a family enrolling children in the French network, Colombo is therefore the natural base: the consular and administrative services are there, along with the reference hospital establishments cited by the embassy in its list of useful contacts.
- Colombo and its suburbs: urban life, consular services, reference schools and healthcare establishments.
- Kandy and the highlands: a university and cultural city inland; areas of high relief are exposed to landslides in heavy rain, France Diplomatie points out.
- The south and the coast (including Matara): a very busy coastline; sea bathing is strongly discouraged from April to November on the west coast and from December to March on the east coast.
- The north and east (Jaffna, Trincomalee, Batticaloa): more remote regions; some areas of the north and east still contain mined land, hence the instruction to stay on the main roads.
The choice of neighbourhood is made on the spot, after a short rental period: access to drinking water, flood risk in the rainy season, travel time and proximity to a hospital matter as much as the rent.
Cost of Living and Housing
Sri Lanka does not publish a standard budget for a foreign resident, but the authorities set thresholds that give an order of magnitude. The digital nomad visa requires remitting at least USD 2,000 a month (an extra USD 500 per dependant beyond two), and the programme for seniors requires USD 1,500 a month for the holder and USD 750 for each dependent spouse or child, paid into a local account. These amounts, read on the pages of the Department of Immigration and Emigration, serve as a benchmark of minimum resources, not as the real cost of daily life, which depends on the neighbourhood, the type of housing and use of the private healthcare sector. The legal minimum wage in the private sector, described on the page on working in Sri Lanka, also sheds light on the local standard of living. The inflation and exchange-rate indicators, updated continuously, appear in the economic benchmarks block of this page.
As for housing, the Land (Restrictions on Alienation) Act, No. 38 of 2014, in principle prohibits the transfer of ownership of land to a foreigner, except for exemptions provided for in the text: renting is therefore the usual route for a newcomer. Holders of the digital nomad visa are expressly authorised to sign a lease or rental agreement. Before any commitment, have the contract reviewed by a local legal professional and check the terms of payment in foreign currency and of the security deposit.
Residence Permits and Settling-In Formalities
For any purpose other than tourism, France Diplomatie asks you to apply for a visa before departure from the Sri Lankan authorities responsible for your place of residence. The Department of Immigration and Emigration publishes several categories: residence visa, permanent residence, the “My Dream Home” programme for seniors, the “Resident Guest” scheme and the digital nomad visa.
- Tourist ETA: electronic authorisation to apply for before arrival; free for French nationals since 25 May 2026 (30 days, double entry). An extension is possible on payment of the applicable visa.
- Digital nomad visa: for people aged 18 and over who work remotely, as freelancers or through a company not registered in Sri Lanka, for clients abroad. It notably requires international health insurance covering care in Sri Lanka, a recommendation from the Ministry of Digital Economy and proof of the monthly remittances; it lasts one year and its renewal requires proof of tax registration. See also the guide to digital nomad visas.
- My Dream Home programme: two-year renewable residence visa, with a fixed-term deposit of USD 15,000, health insurance valid in Sri Lanka and a ban on carrying out any activity, whether paid or unpaid.
Once settled, register on the register of French people living abroad with the embassy; this registration makes consular assistance easier. The checklist for the first 90 days helps you organise the first weeks. Tax identification numbers and the annual return fall under the Inland Revenue Department: the return is filed online and the digital nomad visa requires tax registration at renewal.
Schooling: the French School and Other Options
The French international school of Colombo (EFIC) welcomes pupils from nursery to lycée, with a bilingual education and an international section. The primary school is at 120 Park Road, Colombo 5, and the collège-lycée at 100 Park Road, Colombo 5 (school website). The directory of the Agency for French Education Abroad (AEFE) presents it as an establishment under agreement, with 13 levels of teaching, 8 of them accredited (from the petite section to CM2), with sixth grade offered through the CNED (the French distance-learning centre), and 80 pupils. The levels offered change from one school year to the next: ask the school about available places and the admission calendar before fixing your moving date.
Holders of the digital nomad visa can enrol their children in international or private schools. For families, children’s health cover is prepared at the same time as schooling: see the guide to children’s health cover abroad.
Safety and France Diplomatie Advice
France Diplomatie classes the whole of Sri Lanka as a heightened vigilance zone and recalls a few rules of caution, presented here without political comment.
- Crime: bag snatching by motorcyclists, on the rise in tourist areas; keep papers and money separate and carry only what is necessary.
- Road: driving is considered risky; avoid driving at night, prefer a car with a driver to a two-wheeler or a tuk-tuk, and agree the price before getting into a tuk-tuk.
- Natural risks: monsoon, floods and landslides, including outside the season; Cyclone Ditwah in late November 2025 is cited as an example, and several railway lines were suspended after it passed.
- Gatherings: avoid political or religious gatherings and comply with the instructions of the security forces.
- Women travellers: street harassment is frequent; it is advisable to avoid walking alone in isolated or poorly lit areas after dark.
- Nature: rare crocodile attacks near lagoons; any animal bite or scratch calls for immediate consultation, rabies being endemic.

Climate, Language and Daily Life
The island’s calendar follows the monsoon seasons, which bring prolonged rain and violent storms; plan for periods of heavy rainfall, particularly in areas of high relief. Mosquito-borne diseases, dengue and chikungunya foremost, are the subject of a France Diplomatie warning: repellents, long loose clothing, mosquito nets.
Local customs deserve attention. It is recommended to cover legs and shoulders in places of worship, not to touch statues of the Buddha and not to be photographed beside them; photographing monks or posing near an image of the Buddha can lead to prosecution. Tattoos with Buddhist themes have led to refusals of entry or expulsions. Smoking is banned in public places, the sale of alcohol is suspended on Poya days (full moon), and possession or use of narcotics is severely punished. The export of antiquities is prohibited: keep a receipt or certificate for wooden objects or precious stones.

Frequently asked questions
Does a French national need a visa to settle in Sri Lanka?
For a 30-day tourist stay, the ETA is enough and it is free for French nationals since 25 May 2026. To reside, France Diplomatie asks for a visa obtained before departure: residence visa, digital nomad visa or the programme reserved for seniors. Converting a tourist visa into a residence visa on the spot is illegal.
What resources must you prove to live in Sri Lanka?
The digital nomad visa requires USD 2,000 remitted each month, plus USD 500 per dependant beyond two. The seniors programme requires a fixed-term deposit of USD 15,000, USD 1,500 a month for the holder and USD 750 per dependent spouse or child. These amounts are read on the pages of the Department of Immigration and Emigration.
Can a foreigner buy land in Sri Lanka?
Act No. 38 of 2014 in principle prohibits the transfer of ownership of land to a foreigner, except for exemptions provided for in the text. Renting is the usual solution. Have any property project checked by a local legal professional before signing.
Is there a French school in Sri Lanka?
Yes: the French international school of Colombo welcomes pupils from nursery to lycée, with a bilingual education, and takes part in the activities of the AEFE network. Available places should be checked with the school before moving.
Can you drive with your French licence?
No: according to France Diplomatie, neither the French licence nor the international licence authorises driving in Sri Lanka. A temporary local licence is obtained by conversion for categories A, A1 and B, for the duration of the visa. Hiring a car with a driver is recommended.
What are the main safety tips for a French resident?
France Diplomatie places the country under heightened vigilance, reports a rise in bag snatching in tourist areas and risks linked to the monsoon and landslides, and recommends avoiding political or religious gatherings. Registering with Fil d'Ariane lets you receive alerts.
Do you need health insurance to settle in Sri Lanka?
France Diplomatie considers it imperative: without insurance covering care, hospitalisation and repatriation, access to care can be compromised and the embassy cannot cover any costs. The digital nomad visa requires international health insurance valid in the country.
