Living in Macao as a French National: Settling In, Daily Life and Formalities
Key points
Macao is a special administrative region of China with its own immigration rules: a French citizen enters without a visa for 90 days at most, with a passport valid for at least three months after the planned end of stay. Settling long term requires a specific status: an employment permit held by an employer, family reunification or investment, since a visitor stay allows neither study nor work. The Consulate General of France in Hong Kong and Macao is the point of contact for French nationals, who are invited to register. The climate is subtropical, with typhoons from May to November, and France Diplomatie (the French foreign ministry) recommends insurance covering all medical costs and repatriation, including for Macao.
- 90 days: maximum visa-free stay for a French citizen, passport valid for at least 3 months after the planned end of stay (France Diplomatie).
- 183 days a year: habitual presence required of a holder of a residence authorisation, with no single absence of more than six months (Government of the Macao SAR).
- MOP 15,000,000: investment threshold used in the assessment criteria for the major investment residence authorisation (IPIM).
- Median monthly income of employed residents, published every quarter by the DSEC.
- 999: single number for the police, fire brigade and ambulances (France Diplomatie).
- 5 typhoon signal levels (T1, T3, T8, T9, T10), with shops and transport stopping from T9 (Consulate General of France).

A Territory Apart Within China: Advantages and Points of Attention
Macao is a special administrative region of the People’s Republic of China. For a French national, this means its own framework: entry rules distinct from those of mainland China, an autonomous health system, local taxation and its own social protection. The DSEC (Statistics and Census Service) puts the population at nearly 690,000; people aged 65 and over make up more than 15% of inhabitants. The territory is therefore small and very dense, which shapes daily life: short distances, a limited but well-maintained road network according to the Consulate General of France, and administrative services concentrated in one place.
The strengths for an expat are concrete: a 90-day visa-free stay, high median incomes by regional standards (about MOP 22,000 a month for employed residents, MOP 18,000 for the whole employed population), a low unemployment rate and a life expectancy above 83 years (World Bank). The points of attention are just as clear: long-term residence authorisations are tightly controlled, the right to work depends on a permit, the Carte Vitale does not work on site, and care for non-residents is charged at the full rate. The pages working in Macao and Macao’s healthcare system detail these two subjects.
Entering and Staying in Macao: Visa, Passport and Documents
France Diplomatie (China page) specifies that French nationals do not need a visa to enter Hong Kong and Macao and that the visa-free length of stay is 90 days at most. The passport must be valid for at least three months after the planned end of stay in Macao. The Consulate General of France recommends, as a precaution, a passport valid for more than six months when the route passes through other Asian countries that require it. A visa is still required for mainland China for travellers who do not meet the exemption conditions.
The Macao Public Security Police Force adds practical requirements. The passport must be valid for at least 90 days beyond the planned length of stay. The visitor must hold a return or onward ticket, unless they live in mainland China or Hong Kong, and show means of subsistence: MOP 5,000 for a stay of 7 days at most, MOP 10,000 for 8 to 14 days, MOP 15,000 for 15 to 21 days and MOP 20,000 beyond that. The Government portal sets the overstay fine at MOP 500 to 800 per day of delay, capped at MOP 15,000. The length of authorised stay is set at border control; it is confirmed on arrival.
Two reminders from France Diplomatie: importing an e-cigarette or e-liquid into Macao is prohibited, with a fine of up to the equivalent of 500 euros; and the passport must be shown to travel from Macao to Hong Kong and vice versa.
Settling Long Term: Residence Authorisation, Employment Permit, Family Reunification
A visitor stay allows neither study nor work. To settle, the official pages describe four main routes. The first is work: an employer obtains an employment permit from the Labour Affairs Bureau (DSAL), then the non-resident worker receives an identification card. A non-resident worker “stays” in Macao without “residing” there within the meaning of the residence authorisation: according to the Government portal, seven years of work do not lead to the resident identity card.
The second route is family reunification: the residence authorisation can be requested by the person who marries a Macao resident, and for children born in Macao when a parent holds a residence authorisation or a resident card. The third is investment: the Macao Trade and Investment Promotion Institute (IPIM) examines applications for temporary residence for major investment or an investment plan beneficial to the territory, with a threshold of MOP 15,000,000 among the criteria and the exclusion of capital that the applicant does not own. IPIM specifies that new applications based on a property investment have no longer been accepted since 4 April 2007 and that new applications as a manager or specially qualified technical staff were abolished by Article 38 of Act No. 7/2023.
Once the residence authorisation is granted, the holder must make Macao their centre of life: at least 183 days of presence a year and no single absence of more than six months. The authorisation is renewed within a specific window before expiry; a late renewal incurs a fee of MOP 2,000 within the first 30 days then MOP 5,000 within the following 30 days, and failing to renew loses the continuous time counted towards permanent status. The pages consulted describe no category specific to retirees; the subject is covered in the page retiring in Macao.
On the French side, the Consulate General of France in Hong Kong and Macao recommends registering with the roll of French nationals living abroad for a stay of more than six months. It makes consular procedures easier (identity documents, civil status, elections).
Main Districts and Areas: Peninsula, Taipa, Coloane
The official sources consulted do not rank districts by their appeal to expats, and this page therefore does not do so either. They do describe the administrative geography that is useful for settling. The territory comprises the Macao peninsula and the islands of Taipa and Coloane. The Health Bureau divides its nine health centres by sector: Areia Preta, Fai Chi Kei, Ilha Verde, Tap Seac, Porto Interior, Praia do Manduco, Ocean Gardens, Nossa Senhora do Carmo-Lago and Seac Pai Van, with health stations in the new urban zone, in Taipa, in Coloane and in Hengqin. Each centre serves, in principle, the residents of its sector, which makes proximity to a health centre a practical criterion for choosing housing for holders of the resident card.
The emergency department of the Conde de São Januário public hospital is open 24 hours a day; since 28 January 2026, the operation of the islands’ emergency station has been entrusted to a medical centre, with the same three-level billing tariff depending on the patient’s status. Knowing where the nearest emergency facility is located is a useful reflex before signing a lease.
Cost of Living and Housing: What Official Statistics Say
The DSEC publishes a consumer price index in which the “housing and fuels” component has the highest weighting in the composite basket, ahead of food products and transport. Inflation and the trend in housing are tracked in the “Economic indicators” block of this page.
On the property market, the DSEC publishes a residential property price index. The DSEC publishes, in the pages consulted, no average rent by district: no rent figure is given here. The legal hourly minimum wage is MOP 35 since 1 January 2026 (DSAL); employers of non-resident workers must offer free housing or a monthly housing allowance of at least MOP 500 according to the DSAL, which counts when negotiating a local contract. IPIM also describes a property tax at a rate of 6% or 10%, to be checked with the Financial Services Bureau before any purchase or rental.
Safety, Local Law and Natural Risks: France Diplomatie's Advice
France Diplomatie and the Consulate General of France in Hong Kong and Macao make several reminders. Drug use and trafficking are severely punished, with sentences of up to around ten years in prison; as France has no mutual legal assistance agreement with Macao, a sentence may be served in full on site. Alcohol is freely sold, but drunkenness is penalised in case of disturbance of public order. Taking an antique more than a hundred years old out of the territory is prohibited. Bank card fraud is reported: enter your PIN discreetly and do not let your card out of sight.
France Diplomatie also states that Macao’s national security legislation, amended on 30 May 2023, applies to foreign nationals, including for acts committed outside the territory, and that political positions, including on social networks, may fall within its scope. For any emergency, the police, fire brigade and ambulances answer on 999. The Consulate General is located at Admiralty Centre, Tower II, 18 Harcourt Road, in Hong Kong (France Diplomatie); according to its page on Macao, it answers on +852 37 52 99 00 during office hours and has an on-call line on +852 93 37 05 95 outside those hours. The numbers should be confirmed on the consulate’s website before use.
Climate, Typhoons and Everyday Health
The climate is subtropical. According to the Consulate General of France, from mid-May to the end of September the heat exceeds 30 °C, humidity can reach 90% and heavy rain is possible. Typhoons occur from May to November, mostly in September. Bulletins are published by the Macao Meteorological and Geophysical Bureau (SMG). Five signal levels exist: T1, T3, T8, T9 and T10; from T9, shops and transport stop and you must go home. During the lull in the eye of the cyclone, you must stay sheltered, as violent winds suddenly resume from another direction. Real-time information is available on 2835 1473, according to the consulate. France Diplomatie also points out that Macao, like the whole of China, is exposed to seismic risk.
On health, France Diplomatie reminds readers that the vaccines recommended in France are essential for a stay abroad and that additional vaccines (hepatitis A and B, typhoid fever, rabies, dengue, chikungunya, Japanese encephalitis, among others) may be considered depending on the traveller’s profile, to be discussed with a doctor or a travel medicine centre. As care for non-residents is charged, insurance is a prerequisite: see expat health insurance, the Caisse des Français de l’Étranger (CFE, the French overseas nationals’ health fund) and repatriation and assistance.
Schooling, Languages and Daily Life: What to Check
The website of the Consulate General of France in Hong Kong and Macao includes a “family and schooling” section and lists French associations and French-speaking professionals: it is the first entry point for children’s schooling and French community life. The sources consulted do not detail the French schools in Macao; no list is therefore given here. For administrative procedures, the DSAL accepts documents translated into Chinese, English or Portuguese, which gives a benchmark of the language environment of the administrations.
Accompanying families are well advised to plan their cover: the spouse and children follow the holder’s residence status, and the CFE and international insurers both offer family contracts; see expat family insurance. Students should consult student insurance abroad. Expavy helps you compare these options with your situation.
