The Healthcare System in Argentina: Public Hospitals, Obras Sociales and Prepagas for a French Expat

Three Pillars: Public Sector, Obras Sociales and Prepagas

The Argentine health system is organised in three groups that coexist without a single fund. The public sector brings together the hospitals and health centres of the national State, the provinces and the municipalities. The obras sociales form the social security of health: funds supervised by the Superintendencia de Servicios de Salud (SSSalud) that cover declared employees and their families. The prepagas, prepaid medicine entities, offer paid private contracts that give access to networks of doctors and clinics.

INDEC’s 2022 census quantifies this balance: 60.9% of the population has an obra social, a prepaga or PAMI cover, 3.3% benefits from public programmes or plans, and 35.8% has only the public system. Cover through an obra social, prepaga or PAMI increases with age and becomes almost universal from 65. Public Hospital: Access for Foreigners and Billing

Public hospitals receive people without cover. For foreigners, decree 366/2025 of 29 May 2025 amended the migration law: health assistance remains guaranteed in an emergency, and, outside emergencies, a foreigner without permanent residence presents health insurance or pays for care. Resolution 1066/2026 of the Ministry of Health, published in the Boletín Oficial on 11 August 2026 and applicable from 12 August, sets the procedure in the facilities run by the national State.

  • Who is concerned: any foreigner without permanent residence. A permanent resident presents a physical DNI (national identity document) stating “permanent resident”, or, during a renewal, a digital certificate from the Dirección Nacional de Migraciones together with the passport, and accesses care like a citizen.
  • With insurance: the facility opens a file, checks the existence, validity and extent of the cover, notifies the insurer within 24 hours and issues an electronic invoice. If the cover is insufficient, the patient tops up or pays the whole amount.
  • Without insurance: the facility draws up a quote according to its schedule of services, and payment comes before the procedure for planned care.
  • Emergencies: excluded from the procedure are assessment, diagnosis, stabilisation and immediate treatment of a condition that involves a definite and imminent risk to life, an organ or a function, such as cardiorespiratory arrest, stroke, serious trauma or obstetric emergencies; it is the health professional who qualifies the situation.

Provincial and municipal hospitals, which are more numerous, follow the rules of their jurisdiction. In Salta province, law 8421, promulgated on 12 April 2024 and published on 15 April 2024 from emergency decree 129/2024, provides for billing care to foreigners who cannot show residence, declared work and payment of taxes, with care guaranteed in emergencies. In Mendoza province, law 9535 provides free care for patients with no cover at all (article 1) and, for a non-resident foreigner covered in their country of origin, billing of the care to the cover body of that country, on presentation of proof of care and payment (article 19). The rules change: the safest course is to ask the facility and to carry an insurance contract.

The Obras Sociales: Employees' Health Social Security

A declared employee pays 3% of salary to health insurance, and their employer 6% (argentina.gob.ar): this funding feeds the obra social. The obras sociales open access to their network of providers; SSSalud lets members freely change obra social or prepaga and keeps an official register of national obras sociales, which can be consulted before any enrolment to check that a body is authorised.

The Prepagas: Private Insurance and Care Networks

A prepaga is a contract taken out individually, as a family or through the employer, that guarantees access to a network of private doctors, laboratories and clinics, with shorter waits than in the public sector. SSSalud keeps a national register of prepaid medicine entities: before signing up, you should check that the entity appears in it, read the waiting periods, exclusions and list of providers, and compare plans by age band.

Rates move with prices: INDEC lists prepaga fees among the regulated items whose increases pushed up the August 2026 index, and the health division rises 2.4% over the month. A contract should therefore be re-read at each renewal. A contract’s prices are not published here, for lack of a single official source; the entity provides its rate scale. International first-euro insurance is the alternative for direct billing outside the local network.

What Access to Care for a French National Depending on Status

  • Local employee: obra social through the employer, with a 3% contribution; possibility of adding a prepaga.
  • Seconded employee: French scheme kept in place during the secondment, under the France-Argentina social security agreement, detailed in the page on reimbursements.
  • Temporary resident who is not an employee (student, rentier, pensioner, remote worker): prepaga, CFE or international insurance, because a temporary resident falls under the resolution 1066/2026 procedure in national hospitals.
  • Permanent resident: access to national hospitals like a citizen, on presentation of the DNI stating permanent residence.
  • Tourist: stay of three months at most; doctors and hospitals require payment in full in cash before any treatment (France Diplomatie), and the embassy urges you to check the assistance included with your bank card for stays of under 90 days and to take out travel insurance covering medical costs and repatriation.

Doctor, Hospitals and Emergencies: Useful Numbers

For a routine consultation, the patient goes to a general practitioner in the network of their obra social or prepaga, or to a public health centre. The choice of facility is made according to specialty and proximity, in the city as in the provinces, where the offering varies. An insurance contract states whether direct billing is possible, which avoids paying up front.

Medicines, Health Risks and Vaccinations

Medicines are dispensed in pharmacies and their authorisation falls under the Argentine health authority; their coverage depends on the insurance contract. France Diplomatie recommends, before departure, being up to date with the vaccines of the French schedule (diphtheria, tetanus, poliomyelitis, whooping cough, measles) and considering yellow fever, especially for Misiones province and the Iguazú Falls, hepatitis A and B, typhoid and rabies; vaccination against dengue and chikungunya is mentioned in case of an epidemic.

  • Mosquitoes: dengue (cases have been reported in Buenos Aires), yellow fever, Zika, West Nile virus and minor malaria outbreaks in Misiones. Long clothing, repellents, mosquito nets and air conditioning reduce exposure.
  • Other diseases: Argentine haemorrhagic fever (provinces of Buenos Aires, Santa Fe, Córdoba and La Pampa), Chagas disease in the North, hantavirus in Patagonia and Bariloche, acute mountain sickness above 2,500 metres.
